菸害防制法實施使國人吸菸率下降，但專家研究發現，女性比男性更難戒菸，主要是男女性抽菸動機不同，女性往往因情緒及壓力而抽菸，又擔心戒菸會導致肥胖，以致戒菸成功率不如男性。

台大醫院家庭醫學部主治醫師張皓翔指出，男性抽菸動機多半是好奇、社交，例如當兵時大家一起吸菸；但女性吸菸則是「以香菸為滿足心靈的奶嘴」，誤認吸菸可紓解壓力、追求獨立。

調查顯示，男性吸菸率從民國九十三年的四成二，到一百年下降為三成三，女性吸菸率卻一直維持在百分之四左右，顯示女性有明顯的「戒菸屏障」。
